The problem is similar to inserting new issues. We get the report, that an issue was reproduced in later build, but we have no steps to reproduce since the original steps are already working well... see issue #132285
this is serious problem. If the issue is reopened incorrectly or by an exception report that is unusable then the developer can close the issue as FIXED again but it will mean that any other valid/useful/reproducible ex.report won't reopen the issue again because the time_when_fixed has been changed. Am I right? If I'm right then I'd rather vote to open the issue only if new ex.report from non-guest user appears. We can come up with more complicated conditions e.g. if there are more then 10 new ex.reports from GUESTs then reopen as well
