In iep when multiple operators are selected and moved, the operator sometime snap back to the old position
while they are moved from a starting position.

in the attache project , open iep file and select both ExternalTablePollingStream0 and ReplayStream0
and try to move the selection, you would see that it is not easily moved and sometimes operator try to snap
back to previous intermediate location where we have moved operators so far.
