Occurs on build 200905200201 with JDK7b57.

At http://wiki.netbeans.org/TS_61_FormLocalization when creating new locale (eg. Bundle_cs_CZ) the locale is not
accesible via Design Locale option in Properties tab of the form. The only way how to view the locale is to set is as
Properties bundle file in Properties tab of the form, which is imho definitely not the way it should work.

Design Locale combo box did not reflect the existing locale variants of properties files, only default was shown.

Fixed.
