When 1st invoke the "Add Server Instance" dialog, the dialog does not include any of the V3 server instance

Steps To Reproduce:
1. Install trunk Java version NB build (06/16/2009) on a winXP machine with jdk1.6.0_13
2. Start the NB IDE
3. Go to Tools tab, select Servers menu -> click Add Servers 
BUG:
   No V3 prelude or V3 server entries appear in the choose servers list

I cannot reproduce this with a build of 6.8 sources on OpenSolaris 2009.06 and JDK 6 update 13

cannot reproduce with 200907200201 build on Mac. marking as WFM
