It looks like http://hg.netbeans.org/web-main/rev/c6f3b89662d1 fixes issue 167785 and introduces another.

The new default-web-2_4.xml file is parsable... but the server never reads it, so http monitoring doesn't turn on.

Integrated into 'main-golden', will be available in build *200907021400* on http://bits.netbeans.org/dev/nightly/ (upload may still be in progress)
