-install Beta on computer without NB userdirs
-run IDE
-the IDE starts and user see OW -> screenshot

The root cause is probably this...

This change has a significant affect on the initialization behavior of the GF modules... and this issue is a by-product
of the 'new requirements' implied by the change.
