Under Service, right click "Java Card Runtimes", there is no drop down menu shown up. So there is no way to select "Bundle Java Card 3 Runtime" and then click on "Add device" and invoke "New Device" dialog.

We were looking up a .instance file to locate the action (which is registered by the Java Platform UI module);  their registration code changed to use a .shadow file instead.

Fixed in main/ 293500887c60
