The referenced project is used as a provider of some resources.
But when "Clean and Build" is invoked on Master project then it propagates this action onto all referenced projects.

As a result in case any one of referenced projects are broken but successfully provides all requested resources then clean and build is failed.

More over building referenced resources results in a performance lack : an additional unnecessary tasks execution: clean, validation and build.

The enhancement makes sense just in case "XML Projects" - (BPEL, XSLT...)
i.e. when referenced resource is static i.e. is not changed in process of clean and build. All xml resources in XML projects (BPEL, XSLT, ...) are so.

Since there is exist library project enhancement - 167802. 
As soon as that enhancement will be implemented then this one will be redundant.

Refer ticket 167802, this is a new enhancement. Will not be fixed in this release. Moving the target release to 6.8
