nb3.3 b6 (build 200111271845) I compiled a file and looked at the 'Output Window (Compiler)' - it has scrollbars (V & H), although there's only one short line there, so there's no need for them.

I"m not going to give this that much priority because a) the scrollbars don't harm anything. b) The resizing code in Term is pretty complex so I want to revisit this when I have a faily open chunk of time. The last chunk I had I spent it on getting non-latin characters working.
FWIW, I think the JLF guidelines suggest the vertical scrollbar should always be shown. http://java.sun.com/products/jlf/ed2/book/HIG.Text4.html If you place text in a scroll pane, ensure that the vertical scrollbar is always there and provide a horizontal scrollbar only as needed. This is not the default behavior of scroll panes.
I think we need to pick one: either show the scrollbar on all places (as JLF suggests) or nowhere. Since this does not affect the horizontal scrollbar, which actually is more harmful here, taking up useful output window line, it might be worthwhile to split this bug into 2 bugs: - (output window) Remove the unnecessary horizontal scrollbar - (IDE) In all places (editor, etc.) show the (disabled/enabled) vertical scrollbar all the time
