Product Version = NetBeans IDE Dev (Build 201003270201)
Operating System = Linux version 2.6.32-17-generic running on i386
Java; VM; Vendor = 1.6.0_18
Runtime = Java HotSpot(TM) Client VM 16.0-b13

Currently you can create unit tests using the File->New menu for Ruby; but you need to have templates for Functional tests as well.

While it is possible  to create a  Functional test using the Unit Test template and changing the base class, there should be a menu item.
