After #185271, there are two identical JARs in the EE distribution. Furthermore, they both seem to be used from library descriptors. Probably the JAR should be shipped only in libs.springframework, and spring.webmvc should refer to it from that location rather than shipping another copy.

Also please check that the host field in nbinst URL protocols corresponds to the actual defining module.

I am temporarily suppressing the test failure in core-main #6cc248f2f281; please back this out when fixing the problem.
