String[][] Property Editor (screenshot attachment)

Buttons "Move Up" & "Up" have the same mnemonic 'U', 
	"Move Down" & "Down" have the same mnemonic 'W'.

This depends on issue 18811 - IndexedEditor redesign. It is not
possible to assure that there won't be mnemonics conflict when preview
panel is in same dialog with IndexedEditor. Not sure whether it is
fixable with current customizer dialog support.

This cannot be generally fixed if the custom property editor is 
placed in the same window as the indexed editor. If it is removed 
with the redesign in issue 18811, then this issue becomes fixed 
automatically. So it makes no sense to have this issue opened.
