Ok, I don't know if this represent a real issue but here the context:
you select "New File"-->"Other"-->"Empty file"
A wizard pop-up.. leave data as it is 
So we have the new file as in [1]
Lets say that I want to delete it
I get the message in [2]

it looks like NetBeans is "locking" the newly created file...  which is odd... 

I checked file permissions and everything is normal

What build do you use? Could you attach netbeans.log please?

Without additional information this bug report is incomplete. Please reopen after adding the information.

Especially the information what plugins do you use (they are listed in the log Mila has mentioned).
