Product Version = NetBeans IDE Dev (Build 201011180001)
Operating System = Windows XP version 5.1 running on x86
Java; VM; Vendor = 1.6.0_20
Runtime = Java HotSpot(TM) Client VM 16.3-b01

I installed version 201011180001 on a machine with an existing 6.9.1 installation.  I was not asked whether I should copy the settings from a previous installation forward; however, when I opened the IDE and I did not need to activate components, it was obvious that the new version was using the setup I had under 6.9.1 and not the empty setup I wanted.

It appears this may be tied to another application on my machine.  

In 4 subsequent tests I have duplicated this one time, but not the other three.

I am marking as WORKSFORME and will reopen if I can establish a consistent set of steps to reproduce.
