Product Version = NetBeans IDE 7.0 M2 (Build 201010151251)
Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.6.0_21
Runtime = Java HotSpot(TM) 64-Bit Server VM 17.0-b17

For some reason when you are testing your project and NetBeans needs to restart the internal web server (Apache Tomcat or Glassfish) it has trouble doing it, sometimes it does it dometimes it doesn't and when it doesn't do it your project doesn't get cleaned/built
