I have read the thread and it seams like windows specific problem. Does someone has an ftp that has these symptomps to reproduce it? I have tried it from my windows box, but all works as expected.

We have some discussion via email. Unfortunately I can not reproduce it even on
the my Windows XP box. I'm going to continue to evaluate it. 

It would be great to run netbeans from command line with
-J-Dorg.netbeans.modules.php.project.connections.ftp.level=FINE option and
provide the message.log file with the output.

After discussion via email with Noah88, we found that the problem was in the wrong setting of Passive mode. 

From my point of view, there is problem that the test of the connection passes even if the Passive mode is set up in wrong way. I have improve the message.
