The tabbed toolbar idea seen in the ComponentPalette is a powerful ui object if
it were to be available for use with actions in the toolbarPool.
For applications building ontop of the NetBeans platform, that use large numbers
of actions compared to NetBeans.
Can the ui part of this functionality be moved to org.openide.awt to so others
can use it.

Component Palette UI is a component (or set of components) used 
privately by the form editor. Its usage is specific to form editor 
only, and we don't intend to make a general "Swing like" component 
from it.
