See attached picture.

The sequence to reproduce : 
1. Delete all JARs from Module\Wrapped JARS\
2. Trying add the same JAR again leads to error "Cant' add... "

I think it's some kind of file locking issue.

Works on Linux. Might be necessary to restart IDE on Windows.
