report issue fails because of proxy server

There are issues while using NetBeans behind some proxy servers, apparently :(

Though, to make process of improving NetBeans easier, it would be nice to have an ability to post issues by email.

hello, could you please describe exactly which usecase do you mean? reporting exception in netbeans itself?

Yep, to make able to report exception via email.

The same is regarding "Help->Report issue..." menu item.

This will be covered by off-line mode - covered by issue 167163, definitely no plans for reporting through email.
