This is umbrella issue that include all issues that cannot be reproduced in right NB installation.
Probably issue related with:
- importing previous setting NB settings.

Probably root cause of issues is missing equals and hashCode methods in the LibraryKey. This issue was fixed in change set:

Investigation show that there are no common root causes for issues 196223 196225
