You cannot change the anchor of the components, when multiple components are selected in the 7.0 designer. When only one component is selected the anchor changing buttons works.

just remarking that this issue is being worked on (cf. http://hg.netbeans.org/jet-main/rev/e4a53db0538c). An improved GridBagLayout customizer will be included in NB 7.0.1.
