There was a request about this some time ago but I was not able to 
find it recently. So probably there is a duplicate for the issue.

Steps to reproduce:
1) Create Web Project
2) Create Web service 
3) Go to "design" tab in the multiview editor of created WS.
4) Choose WS operation ( WS should be created with one default operation 
otherwise just create some operation ). On the right side there is  
"Description" widget. It shows Javadoc comment of the chosen operation.
It is not possible to edit it.

There are a number reasons why it is not editable. But all of 
them could be solved.
