There are many occasions where the Contextual Help button of a "New File" wizard for project is enabled, yet doesn't have an appropriate content associated with it.
For example invoking "New\Java Form" from a projects context menu will bring a "New Item" wizard set for "JFrame" item, where the "Help" button for contextual help is enabled. But clicking the help button will bring the help system with contents of the last viewed help topic or it's home page.


So such contextual help commands should be enabled only where an appropriate help content is available, otherwise they should be disabled.
