Build 020225_1 EE 
1. Start IDE
2. Mount a Web Module
3. Exectuite force load on the web module
"IDE tries to startup RI" instead of Tomcat Internal Installation
Also because of this, Compile is not enabled on JSP's till Default web server 
is set.

This only happens with the installer.

Fixed now.

Verified this fix in Sierra ML Release Build
