This bug was originally marked as duplicate of bug 151418, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

Build: NetBeans IDE 7.0.1 (Build 201107282000)

I have no idea how this could happen:

Looks like some installation issue, or clash with some plugin installed additionally.

There are also tons of reports of the same kind in bug 151418.

But since 7.1 we changed the way the XML parser is requested by the GUI builder (chageset ad2c63208df5), and we have no reports of this kind since then. So I think this is not an issue anymore.

(OTOH we newly have reports like in bug 207371.)
