in the form editor shift+click will step through multi-selecting items. this
only selects items that are expressly clicked on. this is wrong. it should be
ctrl+click to select items in this way. shift+click sould select a range of
items. i understand this is hard so it would be better to not have shift+click
to anything.

in the gridbag customizer ctrl+click selects individual items. this is correct.

it should be a simple fix to eleviate two problems: 1. inconsistency between two
very similar elements and 2. using the wrong key combination.

And to what key should I assign the current functionality of Ctrl 
(changing selection depth)?

hmm. we could just use shift (which goes against what i said) or we
could use ctrl+shift thereby reserving shift for a time when we have
select range working.
