After doing the proposed upgrading (must start IDE as Administrator even when my account has administrator rights), the IDE fails to start.

I had uninstalled Netbeans 7.1.2. After re-installing the bug is resolved. Possible reason is that Windows 7 had its monthly updates from Microsoft in the mean time.
