For "pin watch" feature (issue #215073) we need some API to be able to add an arbitrary component to an editor pane. The component should stay there permanently until explicitly removed and scroll with the editor pane.
Also, it should be possible to move the component via drag-and-drop to a different location.

This was already implemented as issue #258764.
