javaee_web_services_1_3.xsd has an entry in the catalog but is missing. This makes it impossible to create and validate a webservices.xml deployment descriptor.

In the Enteprise Deployment Descriptors catalog there is an entry for http://java.sun.com/xml/ns/javaee/javaee_web_services_1_3.xsd that points to 
nbres:/org/netbeans/modules/j2ee/ddloaders/catalog/resources/javaee_web_services_1_3.xsd

javaee_web_services_1_3.xsd should appear in 
enterprise\modules\org-netbeans-modules-j2ee-ddloaders.jar,org\netbeans\modules\j2ee\ddloaders\catalog\resources\
