Weblogic server can be successfully launched from the Servers item in the Server tree, but after that it cannot communicate with the weblogic server.  I tried clicking refresh and it has not effect.  I have to kill the server in Windows environment and then restart Netbeans.

Firewall issue I guess... Please disable it and try again.
