GF v1 and v2 are not supported for a long time. there is no need to keep support in NetBeans.

GF v1 and v2 plugin was on Certified Update Center for NetBeans 7.1. It was not present on any UC for releases after 7.1, see also http://wiki.netbeans.org/PluginPortalUC.

If I understand the comment #3, this issue isn't a bug. The GF plugin isn't available on distribution and certified AUCs intentionally.
