have the same mnemonic 'T'

Radim, I think that it's hard to find correct "unique" mnemonic in
Tools menu, ask UI team - they are responsible.

It looks like 'L' is not taken.
The Mnemonic is specified in
.../nb_all/web/advanced/src/org/netbeans/modules/web/taglib/Bundle.properties
in the resource:
TLS_menu_item=JSP &Tag Library Repository...
I don't know whether we can fix A11y glitches like this
for orion at this late date. If so, it's a one-character fix.

It is going to be in the dev builds again, what happend between
[nb_dev](20030212) vs. [nb_dev](20030211) !!!???

There were some modules added between [nb_dev](20030212) 
and [nb_dev](20030211). One such module added the "JSP Tag 
Library Repository" menu item.

I suggest we do the fix suggested by Simran - this will 
fix it for both NB 3.5 and Nevada.

'L' was taken by Install new java bean. 
Using 'R'.
