New Repository link

How to reproduce:
- have some repository in Repositories node in Task Dashboard
- click on create new task icon
- new unsubmitted task tab appears, there is a "Task Repository" combobox on the top of this tab and next to this combobox is a "New" link which is disabled for now => it should be enabled and after click on it, "Create Task Repository" dialog should be opened

the new repository action makes sense in case new issue wasn't invoked for a specific repository - e.g. from main menu > team > report task

though, we could discuss if the link should be visible in such a case ...
