JavaDoc window

In the code window, I get up at String.format. In the JavaDoc window displayed help (for format function). I click on the link "format string" in JavaDoc. Opens help for the "format string" - this help is formatted incorrectly! First string is
"JavaScript is disabled on your browser." After this, any topic in JavaDoc window displayed incorrectly.
I tried to put in the settings (Tools>Options>General>Web Browser): "<Default System Browser>" (IE 9), "Firefox" (22.0, js - enabled), "Embeded Webkit Browser" - nothing сhanges...

I can reproduce this issue in 7.3.1, but in 7.4 it works fine.
It looks similar to issue 225874
