Balloon help sort order problem

When sorting order is changed for a plugin list in the Plugins window, balloon help lines with names of plugins do not follow sorting order, i.e. incorrect plugin name is listed in the balloon.

How to reproduce:
----------------
- Select Tools - Plugins Plugins window opens.
- Select a tab with list of plugins, e.g. "Available plugins" or "Installed"
- Change sort order by click on column header, e.g. "Name"
- Hover the mouse cursor over plugin names. Single-line Balloons appear with names of plugins. The names follow original plugins order, i.e. incorrect plugin names are shown.

Applies both to 7.4 RC2 and 7.4 FCS.
