The porject owner view is part of the scrollpane area and as such scrolls away in some situations, rendering the feature useless. it should be always there no matter how and where you scroll (vertical or horizontal) (p2 as it renders the feature useless)
never mind, I recall the intended logic was to remove the panel when the project owner is visible, in this case I thought it's related to the scrollpane however.
