Implement support which will allow to define a
Tool instance within a platform and equip it with
default settings.
Examples of such tools are Javac, Javadoc, the JVM
itself, RMIC and various other utilities made
available as a part of the JDK.

Implemented. Instances are defined in the platform registry file.
