I have various problems removing code templates. In one case I was completely unable to remove the code templates, them were removed from the list but reappeared when I clicked on "apply". Unfortunately I'm not able to reproduce this exact behavior.
In any case those steps bring to another problem with the template removal that could be connected to the previous one.

1) In the option dialog go to Editor -> Code templates -> Language Java 
2) Select a template on the list (for example the 5th). 
3) DON'T REMOVE the selected template, instead click on "abbreviation" column header to order by abbreviation.
4) Select another template (for example the 2nd)
5) Click on "Remove" button
6) Will be removed the 3rd template instead the 2nd

I guess this is another effect of issue 240300
