After installing netbeans I got the notification of 16 updates available, then it failed trying to update. It says

Not all of the plugins have been successfully downloaded. The server may be unavailable at the moment. Try again later.

I am using a modem to connect to internet, I use no proxy and netbenas proxy is configured to use no proxy too and test connection works. Anyway, netbeans has internet connection otherwise it wouldn't notify me of updates...

Is there any other thing I need to report to help you with this issue?

Could you please connect to the internet and go to the menu Tools -> Plugins -> tab Updates and click on the button "Check for Updates" before you install 16 available updates?

It seemed like it went a little further downloading the updates, but now it stopped at this file

So it's a network issue now. I can easily download the file http://updates.netbeans.org/netbeans/updates/8.0.2/uc/final/distribution/802patch2/ide/org-netbeans-modules-dlight-nativeexecution.nbm in my browser (you can try it in yours as well). I checked in my netbeans in preferences->general->proxysesstings and I have "No Proxy" option set and test connection succeeded. AND the notification of new updates somehow was there because the IDE had internet in the first place I think...

Now I changed provider now and it worked, so now I think that my provider is somehow filtering suspicious http requests which I want to prove but I need to know where to look in the logs... because as I said, the IDE had internet, the connection test was successful but the downloading of the updates failed.

The another evidence that the problem is an network issue now.

The original problem was probably the obsolete file catalog.xml which contains info about available updates. The click on the button "Check for Updates" refreshed it.

The IDE log can be viewed under menu View -> IDE log.

As I have already written, you can try to download the file org-netbeans-modules-dlight-nativeexecution.nbm in your browser via the suspected connection and analyze the network problem there if the IDE log will not provide sufficient info.
