Product Version = NetBeans IDE Dev (Build 201603160001)
Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.8.0_74
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.74-b02

Reproducibility: Happens every time

- Create WebbApp (I did with JSF)
- Switch to embedded browser
- Start debug session 

NetBeans starts Debug and enbles the red stop debub button.

- Stop debug
- Re-Start debugging session

Expected: NetBeans starts Debug and enbles the red stop debub button.
But the debug button stays disabled.

This happens with embedded browser only. With the system browser, verything work fine as expected.
Tested on a Windows system.
