Build 200207161215
Open in Explorer's Runtime tab Server Registry->Installed Servers->Tomcat 4.0->Internal
Call Popup menu and choose 'Start Server'
Now call popup menu again and choose 'Stop Server'
Call popup menu again: 'Restart Server' and 'Stop Server' is still enabled and 'Start Server' is 
disabled. You need to do something like 'View Log Files' to get it changed.

problem with actions updating

node has to fire a change event

It seems to work fine in current dev builds. Marking as FIXED. Please
reopen, if you reproduce it again.
