Build [Netbeans 3.4 RC 1]
Scenario:
* 
* turn off form module
* 
restart IDE
* turn on module
* open 
[sampledir]/examples/colorpicker/ColorPicker

Form Editor is 
opened in top-left corner, and not is possible to work with this form. Image 
is attached.

Sorry, but I cannot reproduce it, it works well for me. Are you sure
these are the right steps to rerpoduce?
BTW the attached picture is corrupted.

I close this bug. I reopen it when I found reproducible scenario.
