When I create a new php project in the the dev version, I can select Zend 2, but not Zend. I have the plugin installed and active, all paths in Frameworks and tools are set, but still, no option.
I would believe this feature is dropped, but there is a test case in synergy (could be outdated as it's designed for netbeans 8.0). 

My current config:

Product Version: NetBeans IDE Dev (Build 201608290002)
Java: 1.8.0_60; Java HotSpot(TM) 64-Bit Server VM 25.60-b23
Runtime: Java(TM) SE Runtime Environment 1.8.0_60-b27
System: Windows 10 version 10.0 running on amd64; Cp1253; en_US (nb)

Yes, it does not make any sense to create a new project with obsolete (legacy) version of this framework.
