When in fact it does return null sometimes, and
really has to, if the ID is not recognized. (And
possibly if the FileObject is not null but is not
in any known classpath - this is not clear either.)

Suggest:

- add a @return tag mentioning that it can be null
and why

- add to apichanges.xml for java/api, marking as
incompatible, since in principle someone might be
using getClassPath already in 3.4 and not checking
for null
