Hi,

ProjectEnvironmentProviders are now registered in
the module's layer -- so their Lookups are added
to ProjectObject.getEnvironment() regardless of
whether a nature is active or not. Wouldn't it be
better to put the registration pool on the project
FS, whose contents are merged according to
natures, instead ?

BTW: I could not find any documentation about how to register the PEP. The only way to find out was to 
look how Java module does this. When fixed, please put info into documentation.

As described in
