Scope is used to specify the scope of settings. It seems to be the most natural place for it in 
the API to enclose it into the ContextSettings class.

shortlived issue:-)
Jan and I have just conviced Vita that this is not the right thing to do, since Scope may be useful even 
without ContextSettings. Closing.
