ProjectEnvironmentProvider
- add method protected final environmentChanged (ProjectObject)
- add support for direct registration of cookies (similar like in new DS), needs calback iface with 
attachTo (ProjectObject)

The first part is dupl of issue #33092 and the second part is dupl of
issue #36630.
