Ana said I could file an enhancement request that
might help users deal with this, perhaps by
offering to rename to a jar when a user adds it to
WEBINF/lib.

Also Tomcat 5 has problem with that.
Web modules should provide a warning message that some servers might have
problems with zip files, e.g:

Warning: Some web servers, like Tomcat server, don't accept libraries in the
form  of zip files.
