I'm not sure is this issue is not dulpicite, but I didn't find 
original issue.

We get at webmaster@netbeans.org this report:

Hello,

I just tried to join the Netbeans debuggerjpda module in order to 
report an issue and was tripped up by some incorrect information 
in the help pages.

http://www.netbeans.org/docs/ProjectMembershipRequest.html says to 
"click Join This Module on the far right side of the screen in the 
Module Home page" in order to be able to submit a request. There 
is no such link on a module home page.

There is, however, the "Join" link in the "Download News Join 
Search Sitemap" navigation block on the right side, so I 
(mistakenly) thought that was it. Clicking that one always dumps 
me back at the log-in screen with the comment that I have 
insufficient permissions to access the requested page.

I finally did locate the "Join This Module" link on the Members 
page of the project and all is now well.

Given the amount of time I spent on this (not even counting 
additional grey hairs ;), however, could the help page be 
corrected please?

Sven, many thanks for the report, and apologies for the 
problems.

There are really 2 problems reported here :

1) "Join this module" link missing from module home page;
duplicate of issue 16145.

2) "Insufficient permissions" nonsense when landing on Join
page if already logged in : duplicate of issue 18462.
