I tried to use the steps in issue 27520 on the jelly-nb.jar and it did not see to work.

Error was:
Failed to load Main-Class manifest attribute from
jelly2-nb.jar

It is implemented now. Please try:

java -jar jelly2-nb.jar

It is described in http://jellytools.netbeans.org/versioning.html
